One
of the most important issues of the Republic of Armenia's membership in the
Eurasian Economic Union (EEU) is the implementation of EEU technical
regulations in Armenia. In fact it is not an easy process, as required to bring
into force a number of technical requirements that local producers should be
able to align their products and production. Currently, the EEU has 34
technical regulations, and constantly develop and discuss new projects.
In
any case, the introduction of technical regulations always requires active
involvement of Industrialists and Entrepreneurs in the process of development
and discussion. It is senseless to
define requirements though they are based on the international best experience,
if they aren’t going to have appropriate understanding, support and
accomplishment further. Consequently, in the field of technical regulation it is
crucial to organize public hearings properly, reflecting the opinions of
entrepreneurs and the introduction of harmonized approaches. Actually, the
implementation of the requirements of technical regulations is mainly driven by
the application of relevant international and regional standards.

Given these realities, in the EEUframework it is importantto establishappropriate platforms and opportunities for discussion, which will allow industrialists and entrepreneurs to actively participate in the processes of technical regulation and standardization. Currently in Russia, this process is organized with the help of the Russian Union of Industrialists and Entrepreneurs (RSPP), in which structureit is established and has been operating for over 10 years the Committee on technical regulation, standardization and conformity assessment. Committee closely tracks all work in the field of technical regulation and sends worked out projects to harmonize its members and often organizes public discussions and hearings projects.
To improve the efficiency of technical regulation in RA and related standards development activities, the National Institute of Standards (SARM) also took the initiative to create a platform for the discussion. Bycollaboration with more than 200 organizations involved currently in technical standardization committees, SARMhas established Committee for technical regulation, standardization and conformity assessment (TRSCA). Membership in the Committee is open to all domestic organizations and the involvement of new membersis encouraged. As chairman of the committee of TRSCA, director of SARMY.Azaryan at the invitation of the RSPP on November 28, 2014 participated in an event dedicated to the 10th anniversary of the RSPPCommittee of TRSCA, during which a tripartite Memorandum of Understandingamong the SARMCommittee of TRSCA,RSPP Committee of TRSCAand Rosstandarthas been signed. According to theMoUit is agreed to establish a Russian-Armenian Business Dialogue, through which an effective interaction of Industrialists and Entrepreneurs of EEU Member States in the field of technical regulation, standardization and conformity assessment will be ensured.
