The Interstate Council for Standardization, Metrology and Certification of the Commonwealth of Independence States (CIS) was created in accordance with the "Agreement on realization of coherent policy in the field of standardization, metrology and certification of the 13 of March 1992 " to coordinate the works in the field of standardization, metrology and certification and to define the main directions of the interstate standardization, metrology, certification and accreditation in stated fields of activities.
The Interstate Council is the CIS Intergovernmental body for formulation and carrying out of coordinated policy in the field of standardization, metrology and certification. The Interstate Council for Standardization, Metrology and Certification of the Commonwealth of Independence States (CIS) is the CIS Intergovernmental body for formulation and carrying out of coordinated policy in the field of standardization, metrology and certification.
The hight-level body of the Interstate Council is the Interstate Council members meeting, which holds twice a year.
The Chairman manage a Council work between meetings.
The Chairman functions are carried out by national leaders of standardization, metrology and certification bodies.
The Interstate Council is recognized by the International Organization for Standardization (ISO) the Regional Organization for standardization as the Euro Asian Council for Standardization, Metrology and Certification (EASC) (ISO Council Resolution of 26/1996).
Works in the field of interstate standardization, metrology and certification are realized on the base of the Interstate Council decisions, national bodies suggestions and recommendations of working commissions and groups.
Activity directions are:
· development of normative documents for standardization (interstate standards, rules, recommendations and classifiers);
· forming, keeping and conducting of interstate and international fund of standards, regional and national standards, and providing the state-participants of the Agreement with these standards;
· coordination of works on development of standard base and units sizes transmission system of physical quantities;
· conducting of interstate time and frequency service;
· conducting of interstate measurements means funds, standard samples and standard enquiry dates about substances and materials properties;
· rules and procedures development on mutual recognition of state testing results, metrological attestation, verification and measurements means calibration;
· rules and procedures development on mutual recognition of accredited testing, verification, calibration and measuring laboratories (centers), certification bodies, product certificates and quality management system;
· international cooperation in the field of standardization, metrology, certification and quality.
