European standardization achievements, from the Lisbon agenda till EU 2020 Strategy

In Malta sponsored by  Malta National Standards Body  on June 1-2 took place the CEN 36-th and  CEN- CENELEK's 6th annual Summit, which visited  the National Institute of Standards delegation with Director Y. Azaryan. Reports and expert discussions were aimed at reviewing the development of European standardization past decade, and its adaptation to the challenges arising from year 2020 subject to achievement goals set by Europe to respond successfully in terms of choice of the orientation of such discussions was due to "Lisbon agenda" or "Lisbon Strategy" discussion of the results of the implementation. The Lisbon Agenda was signed in 2000 and establishes the European Union for trade promotion, improvement, market development and product improvement of competitiveness of the strategic objectives for the period 2000-2010.It should be noted that the general framework of the European Union in recent years according to discussions, it is considered that the the agenda contained a very difficult goal, which is due to the agenda failed. The EU countries are discussing the reasons for the failure of the Lisbon agenda and discussing a question of the new 2010-2020 adoption of the strategy. 

Unlike other areas for the Lisbon agenda objectives failure, standardization, however, recorded significant achievements, achieved through standardization of economic benefits is difficult to overestimate. Thus, in 2005  according to UK government research since 1948  standards for UK economy had 2.5 billion British pounds investment a year and labor productivity have increased 13% Furthermore, the German Standards Institute in 2000 implemented macro-economic analysis shows that the economic benefits of standardization are made about the GDP was around 1%. France and Denmark are similar to record the same research results. 

During the assembly the Prime Minister of Malta, the private and public sector representatives and critics speakers presented the main achievements that were brought to obtain due to industrial standardization and competition through the support of European policy. They also expressed support and economic rehabilitation needs of developing economies to respond to the potential for standardization of their expectations. 

Reports showed that much has been made of knowledge-based and sustainable growth for the achievement, emphasizing the role of standardization in knowledge and innovation and market interconnect, as well as global level in promoting european competitiveness. In this regard CEN  and CENELEK has reaffirmed their commitment to strengthen their ties with research institutions and promote to transfer research results and discoveries to standartization sector . European standardization organizations coordinate their actions in areas of activities of Europe's leading position in reserve to ensure the appropriate tools.Electric vehicles, innovative energy systems and innovative measuring devices are few only, which initiated the standardization work and expect results. 

Supporting the world's most competitive knowledge economy and growth will promote the objectives of the Lisbon agenda, CEN and CENELEK push forward an industrial policy which improves all the stakeholders: SME-media competition from multi-national companies and global levels. This provides benefits not only businesses but also the entire society, registering 25% GDP growth.


European standards amounts of growth also contributed to the rise of consumer safety, which are submitted to increasing needs for standardization activities. The accessibility requirements are the basis for standardization activities. Moreover, the European standardization main principles are based on national liazorman and private-public cooperation, ensuring the proper representation of consumers in standardization activities and furnishing safe products in European market. 

Assembly discussed the future of the European standardization policy makers on a number of recent initiatives and their reactions on the standardization organizations. Industry and  standardization experts used this opportunity to express their strong support for a common law to provide an exceptional work, if determined to change the legislation:.

The system is independent, innovative and comprehensive, efficient and effective, and these values confirm its compliance with market requirements. CEN and CENELEK is now oriented to innovation and Internationalization to support the strengthening of Common Market Europe and to guide the next decade, providing the EU 2020 Strategy ambitious achievement goals. 

At the same time, Armenia, as the EU's neighbor try not stay behind international developments, the possibility of individuals to use Armenia's economy and invest in the best European experience, knowledge and innovation in this regard is especially important in close cooperation with the European standardization organizations and Armenia's economic priority sectors for national standards harmonization of European standards. The delegation of National Institute of Standards had several meetings with the European standardization organizations and  discussed the cooperation issues.
